What a program manager does

A program manager oversees a group of related projects that together deliver a larger outcome, such as a company-wide technology change, a multi-site expansion or a new service line. Rather than managing one schedule, they align several project managers, resolve conflicts over shared resources, manage dependencies, track benefits and report to senior leadership. The role sits between strategy and delivery, and it matters most when the success of one project depends on several others.

Program management calls for a different level of judgement than single-project work. Finch screens candidates for experience leading multiple workstreams, managing combined budgets, governing through steering committees and influencing senior stakeholders who do not report to them. In non-profit and public sector settings, program manager roles may also involve funding, partnerships and service delivery, so we clarify which type of program you run before the search begins.

Typical responsibilities

  • Define program goals, scope and governance with senior leadership
  • Coordinate project managers and manage dependencies between projects
  • Allocate shared resources and resolve priority conflicts
  • Oversee the combined program budget and report on spending
  • Track benefits and outcomes against the business case
  • Lead steering committee meetings and executive reporting

Qualifications and credentials

  • Experience managing multiple related projects or a portfolio, often after several years as a project manager
  • Strong governance, financial management and stakeholder skills
  • The PMP is common, and the Program Management Professional (PgMP) from the Project Management Institute is an asset
  • Experience reporting to executives or boards
  • A university degree in business, engineering, public administration or a related field is typical

Hiring a program manager: common questions

What is the difference between a program manager and a project manager?

A project manager delivers one defined piece of work. A program manager coordinates several related projects so that, together, they achieve a broader goal, and is responsible for managing dependencies, shared resources and benefits. If you have several linked initiatives competing for the same people and budget, a program manager is often the right hire.

Do you recruit program managers for non-profit organizations?

Yes. In the non-profit sector, a program manager often oversees services, funding agreements, staff and reporting to funders, rather than technical projects. That is a distinct skill set. We confirm which kind of program role you have and screen for experience in that setting, including any sector knowledge or community relationships the role needs.
